SINGAPORE YOUTH FESTIVAL 2009
CENTRAL JUDGING OF CHOIRS


1. The SYF Central Judging of Choirs will be held in April and May 2009, details as follows:

Secondary School Level
Date : 15-17, 20-23 April 2009
Time : 9.00 am-6.00 pm
Venue: Victoria Concert Hall

Junior College/Centralised Institute (JC/CI) Level
Date : 5 May 2009
Time : 9.00 am-6.00 pm
Venue: Victoria Concert Hall

RULES AND REGULATIONS

1. PERFORMANCE

1.1 All participating choirs will perform the following in this order:

• the set piece
• two contrasting pieces of their choice

1.2 Set Piece
All performances of the Set Piece must adhere to the original score. Strictly no changes are to be made to the set piece.

1.3 Choice Pieces
(i) For schools participating in the Secondary School Level, One of the choice pieces must either be an original composition written by a composer of Asian origin or an Asian folk or traditional work.

(ii) For schools participating in the JC/CI Level, one of the choice pieces must be a composition written in the Western tradition composed between 1750 and 1940.

(iii) Any changes made to the choice pieces must be accompanied by written permission from the original composer and/or publisher.

(iv) The choice pieces may be performed with or without accompaniment. There should not be more than three accompanists for each choice piece. Electric guitars, electric pianos, synthesizers, organs and all other electronic devices are not allowed. Schools that do not adhere to this regulation will have 10% of the final awarded mark deducted.

(v) Seven sets of original scores for each of the choice pieces are to be submitted at the briefing cum balloting sessions in 2009. The scores will be returned at the end of the central judging. To avoid infringement of copyright laws, only original scores should be used during the performance. For queries on copyright, please contact the Composers and Authors Society of Singapore (COMPASS) at 63236630.

1.4 Choirs are permitted to have choreographed movements in their performance but marks will only be awarded for choral singing.

2. DURATION

2.1 The total performance duration of the two choice pieces should not exceed 8 minutes for the Secondary School Level, and 9 minutes for the JC/CI Level.

2.2 10% of the final mark awarded will be deducted for any performance that exceeds the stipulated time.

3. PARTICIPANTS

3.1 Each school is required to submit a list of no less than 24 and no more than 80 participants. All participants must be current students of the school. They are required to be in full school uniform or their respective choir costumes. 10% of the final marks awarded will be deducted for choirs that field less than 24 or more than 80 participants. All participants, including accompanists, are required to remain on stage for the duration of the performances.

3.2 Schools which field participants that are not current students of the school will be disqualified and any award received will be revoked.

3.3 Each school will ballot for a performance number at the briefing cum balloting session in March 2009 (for the Secondary School Level) and April 2009 (for the JC/CI Level). Schools are required to adhere to the reporting time corresponding with the performance number. Schools that do not adhere to the reporting time will have 5% of the final awarded marks deducted.

3.4 Each student is allowed to participate in more than one event at the Central Judging provided they do not perform the same role or play the same musical instrument.

4. JUDGING CRITERIA

4.1 The judging criteria are as follows:

Dynamics
Intonation
Rhythm
Tone

50% - Musicianship
Balance
Blend
Expression
Interpretation
Phrasing
Style

4.2 The decision of the panel of adjudicators is final and no appeal will be entertained.

5. AWARDS

5.1 The Central Judging provides the opportunity for choirs to benchmark their performance standards. There is no pre-determined number of gold, silver or bronze awards. Participating choirs will be awarded certificates based on their performances as follows:

• Gold 80% and above
• Silver 70% to 79%
• Bronze 60% to 69%
• Certificate of Participation 59% and below

5.2 To recognise the outstanding achievement of choirs that have attained high performance standards, schools that obtain a final mark of 85% and above will receive the Gold award (with Honours).

6. ENTRIES

6.1 Each secondary school, JC and CI is allowed to submit one entry for their respective level.

6.2 IP schools may submit one entry each for the Secondary School and JC/CI levels in the following manner:

Years 5-6 (Equivalent JC 1-2) Junior Colleges / Centralised Institute

Students in Year 1-4 are not eligible to participate in the JC/CI Level and students in Years 5-6 are not eligible to participate in the Secondary School Level.

6.3 Participating schools are required to submit their entry and other required information via the SYF online portal at www.singaporeyouthfestival.sg. Schools will be sent their access passwords via email through the school’s official account in January 2009. All entries must be submitted by Friday 6 February 2009 for the Secondary School Level and Friday 6 March 2009 for the JC/CI Level.

7. ADMINISTRATIVE MATTERS

(edit: Administrative matters are none of our businesses, but I'll just include it here.)

7.1 To ensure the smooth organisation of the event, all participating schools are to comply with the rules and regulations.

7.2 The organisers reserve the right to impose a penalty for any infringement of the rules and regulations.

7.3 For enquiries or bookings of the Victoria Concert Hall for rehearsal, schools may email Mdm Nyan Chiou Fong of Victoria Concert Hall at nyan@sso.org.sg with the school name, name and handphone number of the decision-maker (teacher or conductor) and the number of hours required. The Victoria Concert Hall will not accept any phone bookings.
SET PIECE (SECONADRY)

1. The CCA Branch of the Ministry of Education has commissioned the following set piece for the Singapore Youth Festival 2009 Central Judging of Choirs (Secondary School Level):

2. The set piece can be purchased from the following address on Friday 31 October 2008, 11.00 am to 6.00 pm.

4. The minimum order is 30 scores at $4.00 each. A special price of $3.50 per score is available for orders of 40 scores and above. Schools are to purchase one copy of the set piece for each participant.

MOE CCA Branch reserves all rights for the use of the set piece up to and including 30 April 2009. Any public performance or use of the set piece requires the permission of MOE CCA Branch.

The CCA Branch of the Ministry of Education has commissioned the following set piece for the Singapore Youth Festival 2009 Central Judging of Choirs (JCs/CI Level):
